Deterministic helpers for implementing and shipping work

## openplanr ship checks

List the checks a change needs for a tier, read from CI, hooks and the task, without running them

```text
openplanr ship checks [options]
```

Options:

- `--task <path>`: task file whose Test Requirements to include
- `--tier <tier>`: check tier: task, story, push, planning; default `planning for a .planr-only change, else task`
- `--base <ref>`: compare against the merge base with this ref; default `origin/HEAD, then main`
- `--json`: machine-readable output; default `false`
